Well as foreigners care more about copyrights, they probably won't use things like BT or Emule, or any P2P ways of downloading, which decreases your speed. http download may be better.
I don't know whether it's more quick or not visiting SIS from the States, but it must be a lot better without the GFW in China

can you answer more detailed,because you just tell me why the download speed is low,but I got nothing for questions from your information.Thank you so much

U can check your ISP and decide whether U should got a proxy

I think http is a better way

I've tried E-mule and Bitcommet from my aparment and the speed was rather quick with rate 600kbyte/s.. My ISP was INSIGHT.

Q1 and 3  :
the speed of downloading BT is not about the SIS
that is decided by the guy who upload the BT resource
most of the new BT resource will be fast
and i think Thunder is the best tool for us (can download BT~)
Q2:
the SIS board has several servers
i'm now in Singapore  i'm enter SIS from  http://69.4.239.191/forum/index.php
the speed is  good, and my speed of downloading BT is about 300kb/s
maybe it is because Singapore and China are all in Asia
