have you ever tried to log out and then log in  this site? mybe it is a temporary problem(just my guess).

I have the same question, maybe Level 1 member can not reply on the certain areas.

As a newer,your authorization is limited.
you are not allowed to reply on all sections.
read the instruction under the section name carefully before entering any of them.

I have the same problem and trying to earn more gold by posting and replying but so far this is the only section that I have ever posted or replied since I can't write in Chinese and hesitant to do it it other sections.
